The P'yongan Provincial Office was one of several regional government bodies authorized to cast coin during the late Joseon period, a decentralized arrangement that produced substantial variation in weight and alloy consistency across provincial issues. By 1891, the mun was already obsolete in practical terms — the monetary reforms of 1882 had begun displacing the old cash coinage system, and the new yang-based currency was being introduced. Provincial minting of 1 mun pieces in this period was largely inertial, continuing by administrative habit rather than economic necessity.
