American Art Classics produced these as novelty items with no monetary value and no connection to any issuing authority — they are fantasy notes, not currency. The "1 Million Dollars" denomination and dragon imagery place them squarely in the souvenir and gift market that expanded significantly in the early 2000s alongside similar products from other small U.S. novelty printers.
Collectible only as ephemera. No known variants or error printings have been documented for this issue.
