Brazil's First Republic had barely been declared — November 1889 — when the Thesouro Nacional began placing orders with ABNC for a domestic note series. This 1 Mil Réis belongs to that first flush of republican currency, issued during the Encilhamento, the speculative boom-and-bust engineered largely by Finance Minister Rui Barbosa's loose monetary policy. Credit expansion was so aggressive in 1890–91 that the treasury was effectively printing its way through a financial crisis as it unfolded.
The designation "7th Print" reflects ABNC's sequential production runs for this series, each differing in minor plate details or paper stock — distinctions that matter to specialists working through the sub-varieties.
