Finland in 1915 was still a Grand Duchy under Russian imperial authority, and the Suomen Pankki operated in that constrained position when this note was issued. The 1 Markka denomination was effectively a fractional replacement for silver coins that had vanished from circulation — hoarding accelerated sharply once war broke out in 1914, stripping small change from everyday commerce across much of northern Europe.

The Pick 16 series was lithographed domestically rather than sent abroad to established security printers, a necessity given wartime conditions. That domestic production origin is part of why printing quality across the series is inconsistent.
