The West Russian Volunteer Army under Pavel Bermondt-Avalov operated in the Baltic in 1919 as one of several White Russian formations nominally under German influence — Bermondt-Avalov himself had Germanic ancestry and his force was heavily dependent on demobilized German Freikorps troops. The army briefly seized Jelgava (Mitau) and threatened Riga before being driven out by Latvian and Estonian forces in November 1919, which made the operational lifespan of this currency extraordinarily short.
The print date field showing 30.04.1945 is clearly a cataloging or data error — the issuing authority ceased to exist in late 1919.
