PDS PTT Saobraćaja Bihać was one of several local postal and telecommunications enterprises in Bosnia-Herzegovina that began issuing emergency paper fractional currency during the 1992–1995 siege conditions, when coin shortages made small-denomination transactions nearly impossible. These notes functioned as change tokens rather than banknotes in any formal sense — accepted locally, backed by nothing, and recognized by no central authority.
Bihać sat inside one of the UN-designated "safe areas" for most of the war, yet remained under sustained pressure throughout. The PTT infrastructure continued operating in a reduced capacity, and these марке issues were a pragmatic response to economic collapse at the municipal level rather than any coordinated monetary policy.
