Schneidemühl — now Piła in northwestern Poland — sat in the middle of a territorial dispute following Versailles, with the town itself initially placed under an Inter-Allied Commission before being awarded to Germany in 1920. Municipal savings banks like the Städtische Sparkasse were issuing emergency Kleingeld not out of institutional ambition but simple necessity: Reichsbank coin had effectively vanished from everyday commerce by 1921, absorbed by hoarding and metal speculation.

Carl Flemming & Wiskott's Glogau plant handled a substantial volume of Notgeld commissions across the region during this period. The firm's proximity to the contested eastern borderlands made it a natural choice for municipal issuers in Posen and Pomerania.
