Konsumverein notgeld of this type was issued by a consumer cooperative rather than a municipal or banking authority — a distinction that mattered legally and practically. German consumer cooperatives (Konsumvereine) proliferated in the industrial towns of Württemberg, and their wartime and postwar scrip issues filled genuine gaps left by the chronic small-denomination coin shortage after 1916. The Heidenheim cooperative served the town and surrounding district, as the "und Umgebung" in the name explicitly indicates.
