Ludwigslust is a small Mecklenburg town built almost entirely to serve the ducal court of Mecklenburg-Schwerin — without the palace, it barely existed as an economic unit. That a municipality this size was issuing its own paper money in 1922 tells you everything about the collapse of central monetary authority during the hyperinflation spiral. German cities, towns, even individual businesses printed notgeld simply because Reichsbank notes were depreciating faster than they could circulate.
The DeNG reference places this within the sixth positional variant of the 0818.2 series, suggesting the town issued multiple notgeld runs — not unusual for 1922, when denominations were revised repeatedly to chase rising prices.
