Estonia's 1922 coinage program was among the first acts of material nation-building following independence from both Imperial Russia and the short-lived German occupation. The mark had replaced the Russian ruble as the national currency in 1919, but physical coinage lagged behind — paper marks circulated for years before the government contracted production of these first coins to the Finnish State Mint in Helsinki. KM#1 in the truest sense: nothing preceded it in Estonian numismatic history.
