Luckenwalde's municipal authority issued this note during the acute coin shortage of 1921, when Kleingeldersatz — small-change substitutes — flooded German towns after metal coinage effectively vanished from everyday transactions. The Magistrat, like hundreds of similar local bodies that year, stepped in because the Reichsbank simply couldn't distribute sufficient fractional currency fast enough to meet demand at street level.
Local printing kept costs down but introduced inconsistencies across the three known variants catalogued under this reference, which likely reflect successive small runs rather than a single unified issue.
