Wildeshausen is a small market town in Lower Saxony, and its 1921 notgeld issue belongs to the vast wave of municipal emergency money that flooded Germany as the Reichsbank struggled to produce enough small-denomination coinage and currency in the postwar inflationary period. The Magistrat — the town's administrative council — acted as issuer rather than a bank, which was common for smaller municipalities without a local savings institution willing to take on the liability.
Local printing kept costs down and turnaround fast. Whether this note circulated heavily or was largely snapped up by the notgeld collectors who were already a recognized market force by 1921 is difficult to say with certainty for issues from towns this size.
