Grabow an der Elde was a small market town of a few thousand residents when it issued this note during the German notgeld inflation wave of 1921. The authority to issue emergency municipal currency had been effectively delegated downward to almost any administrative body willing to take it on — which is why hundreds of German towns this size produced their own paper at this period, Grabow among them.
Faber of Magdeburg was a regional commercial printer, not a specialist banknote house, which is entirely typical for small-denomination notgeld of this tier.
