Hessisch Oldendorf is a small town on the Weser in Lower Saxony, and like hundreds of German municipalities in 1921, it issued its own emergency paper — Notgeld — to compensate for the chronic shortage of small-denomination coinage that had been worsening since the war years. Edler & Krische in Hanover were prolific producers of municipal Notgeld during this period, supplying dozens of Westphalian and Lower Saxon communities with competently printed but largely interchangeable local issues.
The DeNG reference distinguishes two varieties (.1 and .2), likely a serial or overprint difference rather than a plate change.
