Freiberg's city council issued this odd-denomination scrip during the acute small-change shortage that gripped Germany in the early Weimar period. The 97 Pfennig value is genuinely unusual — most German Notgeld issuers gravitated toward round denominations or simple fractions. Whether the figure was chosen to make change for a specific local fare or fee is unrecorded, but it was not arbitrary; these denominations were often calculated against tram tickets, market stalls, or utility payments.

Ernst Lange was a local Freiberg lithographer, so production never left the city. Haupt's signature as Oberbürgermeister gave the note its legal footing under municipal authority, not any banking institution.
