Eickel was a small industrial town in the Ruhr, absorbed into the newly created city of Wanne-Eickel in 1926 and eventually swallowed by Herne in 1975 — which makes municipal issues from this period genuinely ephemeral documents of a place that no longer exists administratively. The 1921 date puts this squarely in the Kleingeldschein phase, when coin shortages driven by postwar metal hoarding forced thousands of German municipalities to print their own low-denomination scrip independently of the Reichsbank.
Fr. Siepmann in Essen was a regional workhorse printer for Ruhr-area Notgeld, handling volume runs for numerous nearby municipalities simultaneously. The DeNG catalog suffix "4/5" indicates a known variant distinction within the 314.1a type.
