Jeßnitz is a small industrial town on the Mulde river in Anhalt, and its 1921 notgeld issues were a direct response to the acute coin shortage that plagued German municipalities in the early Weimar inflation years. Towns of this size were largely left to their own devices — the central authorities could not supply enough small-denomination coinage to keep local commerce moving, so the city treasurer's office stepped in. The Winkus and Fritzsche signature combination places this among the authorized municipal issues rather than the private merchant scrip that also proliferated in the period.
