Kreisausschuss des Kreises Steinburg was the administrative committee of Steinburg district in Schleswig-Holstein, one of hundreds of German local authorities that issued emergency paper money — Notgeld — from 1914 onward as small-denomination coinage vanished from circulation almost immediately after war broke out. By 1918 the practice was institutionalized, with district and municipal bodies freely commissioning their own designs.
J.J. Augustin in Glückstadt was a natural choice here — the firm operated directly within the Steinburg district and had a long history in commercial printing. The same press produced Notgeld for several neighboring authorities during the same period.
