The Denarni Zavod Slovenije was established by the Liberation Front in liberated territory during the German and Italian occupation, issuing notes to give the Slovenian partisan administration a functioning monetary instrument independent of the occupation currencies. This second issue was printed by ZIN in Belgrade — an arrangement that became possible only after liberation of Serbian territory in late 1944, distinguishing it from earlier partisan notes produced under far more improvised conditions.
The shift to a state printing facility mid-occupation is the detail worth registering here. First-issue notes had to be produced clandestinely; by the time this denomination reached ZIN, the military situation had changed enough to permit it.
