The Organization of Turkic States — formerly the Turkic Council — rebranded under its current name at the 2021 Samarkand summit, with Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, and Uzbekistan as full members. Hungary holds observer status, an arrangement that has drawn pointed commentary given its EU membership. This commemorative was issued to mark Turkish engagement with that bloc, a diplomatic priority under Erdoğan that has accelerated since the post-2016 foreign policy reorientation away from European accession.
