Manwel Dimech was a Maltese socialist writer and social reformer who died in exile in Egypt in 1921, having been deported by British colonial authorities who viewed his advocacy for workers' rights and Maltese self-determination as a direct threat to order. His appearance on this 1972 issue reflects the newly independent Malta's deliberate rehabilitation of figures suppressed under British rule — independence had come only in 1964, and the coin program of the early 1970s was explicitly designed to anchor a national identity around such reclaimed heroes.
The "P1" designation confirms this as the first specimen entry in Malta's proof program. Struck in copper rather than the cupronickel used for circulation issues, specimen pieces of this type were distributed to collectors and central banks rather than released into commerce.
