The Junta de Vigilancia was a wartime oversight body established by the Peruvian government to manage the suspension of gold convertibility during the First World War — a measure taken after the Banco de Reserva del Perú had not yet been founded (that came in 1922) and the existing commercial banks were struggling to maintain specie payments. Notes issued under this authority were emergency instruments, bridging a gap in the formal banking structure rather than representing routine monetary policy.

The Libra Peruana de Oro was Peru's gold-standard unit, pegged to the British pound sterling in weight and fineness — the name itself reflects that alignment. By 1918, the gold it nominally represented was entirely theoretical.
