Issued to mark the 1300th anniversary of the founding of the Bulgarian state — traditionally dated to 681 AD when Khan Asparuh established the First Bulgarian Empire after defeating Byzantine forces at the Battle of Ongal. The Bulgarian National Bank produced a substantial run of commemorative coinage for this anniversary, making 1981 one of the most prolific single years in modern Bulgarian numismatic output.
The "2nd Coat of Arms" designation distinguishes this type from the earlier socialist heraldic device, reflecting a 1971 revision to the state emblem.
