Issued to mark the centenary of Romania's entry into World War I on the Allied side in 1916, a campaign that began catastrophically — German and Bulgarian forces overran Bucharest by December of that year, forcing the government to relocate to Iași. The commemorative framing around "victories" reflects the eventual outcome: Romanian forces fought back effectively in 1917 at Mărășești, Mărăști, and Oituz, battles now treated as the military redemption of that otherwise disastrous campaign.
Tombac, a brass alloy with high copper content, was the chosen substrate here rather than the more common steel-core issues Romania has used for circulating commemoratives.
