Romania's commemorative leu issues of this period were produced under the National Bank's aggressive numismatic program that expanded sharply after EU accession in 2007. KM#261 is a collector piece rather than a circulating coin — tombac, a copper-zinc alloy with a copper wash, was a deliberate choice for its warm visual tone and resistance to atmospheric toning, not for any monetary practicality at this weight and diameter.
