Romania's 1963 coinage reforms came as the country was quietly distancing itself from Moscow's economic directives — a process that would accelerate dramatically under Ceaușescu but was already visible in Gheorghiu-Dej's later years. The new nickel-clad steel series replaced the earlier aluminum issues, which had become associated with postwar austerity and Soviet-dictated monetary policy.

KM#90 was struck at the Monetăria Statului in Bucharest, the sole Romanian mint facility throughout the communist period.
