Sierra Leone's 1987 independence commemorative was issued during one of the more turbulent stretches of Joseph Momoh's presidency, a period marked by economic deterioration and growing pressure on the leone as a currency. The Bank of Sierra Leone leaned heavily on foreign minting contracts for its commemorative program throughout the 1980s, with pieces like this one destined almost entirely for the collector market rather than any domestic circulation.
