Ventspils was chosen as the subject for this millennial commemorative largely because of its standing as Latvia's most economically active port city — a status rebuilt aggressively after Soviet withdrawal left the infrastructure in Latvian hands in 1994. The city's port handles a significant share of the region's oil transit, and local investment in civic identity during the late 1990s made it a natural candidate for this kind of official recognition.
