Latvia's silver lats series has consistently used the one-lats denomination as a vehicle for commemorative issues tied to Latvian cultural geography, and the Riga coin falls squarely in that program. The lats itself was reintroduced in 1993 after Latvia restored its pre-Soviet monetary system, deliberately reviving the interwar currency as an assertion of continuity with the independent republic that existed from 1918 until Soviet annexation in 1940.
Latvia retired the lats entirely on 1 January 2014 upon euro adoption — meaning this 2011 issue was struck within the currency's final years of legal circulation.
