Obverse description The central niobium field features a stylized heraldic rose motif with the letters 'H' and 'R' positioned beneath it. The outer silver ring bears the semicircular legend 'LATVIJAS REPUBLIKA' (Republic of Latvia) along the upper arc. The divided date '20' and '04' flanks the central design on either side, while the denomination inscription 'VIENS 1 LATS' (ONE 1 LATS) runs in a semicircular arc along the lower portion of the inner ring.

Issued as part of Latvia's "Coin of Time" series, this piece was struck the same year Latvia joined both NATO and the European Union — a deliberately chosen moment to anchor the series' opening theme. The niobium centre, which takes on color through anodization rather than plating, was a technically demanding choice that few European mints were equipped to handle at the time; the Austrian Mint produced it under contract.
