Issued to mark Latvia's 90th anniversary of independence, proclaimed on 18 November 1918 following the collapse of German occupation at the end of the First World War. The Bank of Latvia has issued commemorative lats coins consistently since the denomination was reintroduced in 1993 — itself a deliberate act of monetary restoration after Soviet-era ruble circulation — and this piece falls within that collector-oriented program rather than any circulating issue.
The color printing applied over the silver field was a relatively novel technique for Latvian commemoratives at this date, executed at the Latvian State Mint.
