By the mid-1970s, Turkey's kuruş denominations had lost so much purchasing power to chronic inflation that this piece was effectively worthless in daily commerce before it even left the mint. The aluminium composition adopted for this issue reflects that reality — a near-zero-value coin warranted near-zero production cost.
