The kuna denomination was deliberately chosen by the Ustaše regime for its wartime coinage — the word means "marten," referencing the medieval fur-trade currency used in Croatian lands before the introduction of coined money. It was an explicit nationalist gesture, reaching past centuries of Habsburg and Yugoslav monetary administration to claim a pre-Ottoman Slavic identity. Zinc was the only viable material; by 1941 the NDH (Nezavisna Država Hrvatska) had neither the infrastructure nor the metal reserves for anything better.
The Independent State of Croatia was proclaimed on April 10, 1941, four days after the Axis invasion of Yugoslavia. This coin was among the first acts of the new state's material sovereignty — issued within months of that proclamation.
