Stord Herad was one of dozens of Norwegian municipalities forced to issue emergency scrip after the German invasion of April 1940 severed normal banking operations and created an immediate shortage of small denomination currency. These heradssetlar — municipal notes — were a locally administered stopgap, authorized under wartime necessity rather than any preexisting legal framework for note issue.

Survival rates vary sharply by commune — smaller municipalities printed in lower quantities and redemption was often incomplete.
