Rudolf II's administration of the Hall mint operated under persistent tension between imperial demands for revenue and Tyrolean estates resisting centralized control over local coinage. By 1604, the mint at Hall — one of the most productive silver-striking facilities in the Habsburg lands, fed directly by Schwaz mining output — was producing small-denomination silver in volumes that left little room for quality control. KM#51 pieces are frequently encountered with weak centers, a known consequence of die spacing issues common to kreuzer production at Hall during this decade.
