Frederick William II of Prussia held Neuchâtel not as a Prussian territory in any conventional sense but through an anomalous feudal inheritance that made him simultaneously King of Prussia and prince of a Swiss principality — a constitutional oddity that Neuchâtel's citizens largely tolerated because Prussian overlordship left their local governance intact. The motto SVVM CVIQVE, "to each his own," was the devise of the Order of the Black Eagle, Prussia's highest chivalric order, its appearance on a minor billon kreuzer a pointed reminder of who ultimately held sovereignty over this Alpine enclave.
