Bernhard II came to rule Saxe-Meiningen in 1803 under a regency council and spent decades navigating the fractured post-Napoleonic reorganization of the Thuringian duchies. By 1828, when this kreuzer entered production, the duchy had only recently consolidated several smaller territorial inheritances following the death of Duke Georg I. The copper coinage of these minor German states was struck in short runs, often contracted to regional mints, and saw limited circulation beyond the duchy's own market towns.
