Nuremberg had functioned as a free imperial city for centuries, but by 1799 its independence was effectively a legal fiction — the city was bankrupt, its political autonomy hollowed out, and its annexation by Bavaria was only seven years away. Small billon issues like this one were struck as the municipal authorities struggled to maintain a working currency supply in the face of collapsing civic finances. The city was formally absorbed into Bavaria in 1806, ending over five centuries of autonomous coinage.
