Nuremberg's status as a Free Imperial City was effectively over before these kreuzers stopped being struck. The city had been in terminal fiscal decline for decades, mortgaged to its creditors and unable to fund basic administration. When French forces occupied the region and the Holy Roman Empire dissolved in 1806, Nuremberg was absorbed into Bavaria without meaningful resistance — its independence already hollow. These billon pieces were struck during the last years the city retained any nominal sovereignty to issue coinage at all.
