Regensburg's status as a Free Imperial City gave its mint the right to strike small-denomination billon coinage independently, a privilege jealously maintained even as the city's political influence within the Holy Roman Empire had long since peaked. By the 1740s, Regensburg's primary importance was as the permanent seat of the Immerwährender Reichstag — the perpetual imperial diet that had sat there without interruption since 1663 — making it one of the most politically symbolic minting authorities in the Empire relative to its actual size and economic weight.
