Franz II issued these copper kreutzers during the final years of the Holy Roman Empire, which he dissolved in 1806 under pressure from Napoleon following the disaster at Austerlitz. The timing matters: coins struck in these years bear his titles as Holy Roman Emperor, a designation he would soon abandon in favor of hereditary Emperor of Austria — a title he had quietly assumed in 1804 precisely to retain imperial standing after the inevitable collapse.
KM#2197 encompasses several mint years and facilities, with subtle die differences across issues from Vienna, Prague, and Kremnitz.
