Tuzex was Czechoslovakia's state-run hard-currency retail network, and these vouchers were the mechanism through which the government extracted foreign exchange from citizens who received remittances or earnings from abroad. Handing over Western currency obligated you to accept Tuzex bony in return — the official exchange was non-negotiable. The shops themselves stocked imported goods and domestic luxuries otherwise unavailable through normal retail channels, which gave the vouchers a significant black-market premium throughout the 1960s.

The serial number is the only security feature, a fairly thin deterrent given the counterfeiting incentive the system inadvertently created.
