Arktikugol — the Soviet state trust that operated the coal mines on Svalbard — issued its own scrip currency for use within the Norwegian archipelago because ordinary Soviet rubles could not legally circulate there. The 1920 Svalbard Treaty granted Norway sovereignty while guaranteeing other signatory nations the right to conduct commercial activity, leaving Soviet workers in a jurisdictional grey zone that necessitated a closed monetary system entirely internal to the mining settlements of Barentsburg and Pyramiden.

The 1957 series replaced an earlier issue and remained in use through the Cold War decades, redeemable only at company stores. Kopek denominations this small had almost no practical purchasing power even at 1957 Soviet prices — their existence in the series is more administrative than functional.
