Vneshtorgbank's Foreign Exchange Certificates were a parallel currency — a controlled mechanism allowing the Soviet state to capture hard currency from foreigners, diplomats, and Soviet citizens with approved access to valuta, while keeping those funds strictly segregated from the ruble economy. The 1-kopeck denomination is the smallest in the series and was effectively a token denomination, useful mainly for making change within the closed network of Beryozka shops where Western goods were sold exclusively for certificates.
Two distinct series exist within the 1965–1980 span: an earlier yellow-coded issue for general foreign visitors and a later series differentiated by color to indicate the currency source — a granular distinction that mattered legally inside the USSR and makes the sub-series genuinely collectible today.
