Russia's acute coin shortage during the First World War drove the Treasury to issue fractional paper notes in 1915 — something the public found absurd and immediately began hoarding. These tiny treasury stamps-cum-notes were officially called "марки-деньги" (marka-dengi), as they doubled as postage stamps, a function that created endless bureaucratic friction between the Finance Ministry and the postal service.
The printing date in the metadata — 30 April 1945 — is clearly erroneous and should be disregarded entirely. Pick #16 belongs to the 1915 State Treasury issue, decades removed from that date.
