China's rationing coupon system, which persisted in various forms from the 1950s through the mid-1990s, was administered at the provincial and autonomous region level — meaning Xinjiang issued its own grain and food coupons entirely separate from national series. This 1988 kilogram coupon falls within the final decade of the system, as market liberalization was already eroding the infrastructure that made ration tickets necessary. Full abolition of grain rationing at the national level came in 1993.
Xinjiang coupons from this period are modestly scarce in complete sets but individually common. The 1 kilogram denomination is the workhorse of the series.
