Military canteen vouchers of this type were issued for internal use within People's Liberation Army garrison facilities — not currency in any legal sense, but functioning scrip redeemable only at the issuing unit's mess. The Jiangxi Military Region maintained its own administrative supply network well into the reform period, and these vouchers were the mundane mechanism by which soldiers settled meal accounts without handling cash.
Survival is almost entirely accidental. Spent vouchers had no redemption value and were routinely discarded or pulped. Intact examples reached collectors mainly through estate lots and flea markets in Jiangxi province during the 1990s.
