Kleinmünchen was an industrial district on the southern edge of Linz, and the prisoner-of-war camp established there in 1915 drew heavily on captive labor for the nearby textile factories — a common arrangement in the Habsburg war economy. Camp scrip of this type was issued to control purchasing within the compound and prevent Austrian currency from accumulating in prisoners' hands or filtering out through guards.
The Heller denominations are the smallest in the Kleinmünchen series. Paper issues at this fractional value are more fragile than the cardboard or linen-backed camp tokens produced elsewhere in Austria-Hungary, and attrition has been substantial.
