Regensburg's copper heller survived as a denomination long after most German cities had abandoned it, sustained largely by the city's unique political status as the permanent seat of the Imperial Diet. From 1663 until Napoleon dissolved the Holy Roman Empire, the Reichstag sat in permanent session at Regensburg — which meant a constant influx of delegates, diplomatic staff, and petitioners requiring small-denomination coinage for daily transactions over an unusually extended period.

The eighty-four-year span of this type reflects institutional continuity rather than monetary ambition. Regensburg lost its free city status in 1803 under the Reichsdeputationshauptschluss, which ended its independent minting authority.
