The Netherlands Ministry of Finance issued these silver vouchers — zilverbons — as a direct response to wartime hoarding that stripped silver coinage from circulation during and after the First World War. They were not central bank obligations but Treasury instruments, payable in silver on demand, which gave them a different legal standing from conventional banknotes.
The 1920 date places this in the tail end of the series; earlier zilverbons had been introduced from 1914. By 1920 silver coinage was returning to circulation, and these notes were being gradually withdrawn — making later-dated examples somewhat less commonly encountered than the high-volume wartime printings.
